There was a time when the Government Services had a serious shortage of employees, giving
rise to the need to fill up the vacant positions. The Public Services Department was requested to
fill up the vacant positions. The exercise was termed "Operasi Isi Penuh" or operations to fill up vacant
slots in the public service. Another reason was the racial imbalance. These were the early years of Independence where the Government service continued the use of the English Language and there were still Heads of Departments who were from the Colonial Service who felt comfortable working with employees conversant in English. These circumstances led to the continued recruitment of employees who were adept at speaking English Over time the numbers of English expatriates were reduced and as local Malay speaking officers joined the service the emphasis shifted to recruitment of civil servants who were conversant in the use of Bahasa
Melayu.
