I had a Head of Department, a Director General (DG) who was dull witted. He was stationed in Kuala Lumpur and visited the branch offices once in a way. I am certain that he did not know the purpose of his visits.
One particular year, he had scheduled a visit to Kangar where I had been stationed. At that time, I had applied for no-pay leave for a year to complete the final year of my Social Science Degree program at Universiti Sains Malaysia. My leave had been approved just 2 weeks earlier, by the same DG who was visiting us.
During that visit, my local Director introduced me to the DG and informed him that it was my last day at work, as I would be leaving for the University the following day. We were shocked when the DG congratulated me on my new appointment.
I had to correct him to explain that I was not leaving for a new career but just going on no pay leave to complete my Degree program at the University. It would be for one academic year, meaning 9 months. The DG said since I was based in Penang I could attend classes and return to work when I had no classes. My local Director told him that my no pay leave had been approved by the Public Services Department and there was no provision in the General Orders to grant paid leave to pursue a course.
The DG was not at all happy with my Director’s response until my Director distracted him and turned his attention to the purpose of the visit.
